Settlement policies for small and medium-sized towns in an African context

Abstract

The thesis provides an account of the development of urban settlements and settlement policies for the smaller urban centres in Africa. Zambian developments between 1969 and 1980 are used as an illustration. A brief analysis of the African urban situation and the problems related to it is undertaken. A survey of African settlement policies is also undertaken, exposing their development. Since the role of the medium-sized and small urban centres is closely related to the provision of services (and employment) the thesis explores the nature of services and their provision in, Africa, Rural-urban migration, reflecting disparities between large urban centres and rural regions (including smaller urban centres), is a prime target for settlement policies in Africa and is therefore explored, concluding Part One of the thesis. Part Two explores Zambia's urbanisation from its late nineteenth century origins, therefore putting into context 1969 to 1980 developments. The thesis also provides a descriptive analysis of the Zambian urban pattern during the study period starting at the national level through the provincial level to the district level. Analytical tools such as services per unit population, rank switch, primacy, etc.,are used to describe the urban pattern, and also to describe the role played by the smaller urban centres.
